Why can’t you get into the borough hall building?

Woodbine - Why can’t you get into the borough hall building? All doors are locked employees are working and there is a big blue mail box outside where you are to put your water bills,tax bill etc bills .I thought this is a public building even though the mask mandate has been relaxed we cannot enter the building.
