Why is it the states responsibility to provide meals for student

Wildwood - Why is it the states responsibility to provide meals for students? We didn't have much when I was a kid, however, our mother had no problem providing us with breakfast, lunch and dinner without any help from the state. Just maybe if the government cut back on the give aways, people would be motivated to find a job.
