Why doesn't Avalon or Stone Harbor have low-income housing?

Wildwood - Why doesn't Avalon or Stone Harbor have low-income housing? I thought every town is supposed to have it since it's the law of New Jersey. Wildwood has too much low-income housing and some of the other towns don't have any, how come? I don't agree with the law but Wildwood can't take on the burden of everyone else's low-income housing requirements. It is part of the reason for having the highest tax rate in Cape May County.
