Why does Social Services allow someone with a voucher to move in

Wildwood - Why does Social Services allow someone with a voucher to move into a winter rental? Doesn't make sense to pay for the winter rental, and then have nowhere to go come spring. That's a lot of money they are wasting for security deposits. Everyone knows winter rentals are cheaper. Use common sense.
