Why does the chief of Wildwood take the department vehicle home

Wildwood - Why does the chief of Wildwood take the department vehicle home to Court House? The deputy chief and the fire official both have department vehicles and live in Wildwood, respond to calls and set up command. Use for department use and not personal via taxpayers. Also, the mayor who is a battalion chief for the volunteers has a department vehicle. The volunteers in Wildwood are no more except to fund money and assist the paid department. In the annual report the chief stated that the stations do not respond for fire response, so why does the battalion chief have a vehicle to take home?
