Why do those getting mercantile licenses in Wildwood pay for the

Wildwood - Why do those getting mercantile licenses in Wildwood pay for the Convention Center? Seems there are stores off the island making a whole lot more from the conventions. There are stores in Rio Grande that probably make more than half the businesses combined on the island. This cost should be paid by the state, and they can get it back through user fees. I doubt hardware, paint or plumbing supply houses benefit from the Convention Center, but they are footing the bill.
