Why can't the City of Wildwood put a left hand turn signal on Ne

Wildwood - Why can't the City of Wildwood put a left hand turn signal on New Jersey and Rio Grande avenues so traffic can move, and not be bottled up for two, three and four lights before being able to turn north and south? What is the problem? It's a no-brainer. In addition to the turn signals, how about putting the light on Taylor Ave. in sync with Rio Grande to keep traffic moving? This has been a problem for years.
