Why are certain persons' charges listed separately when charged

Wildwood - Why are certain persons' charges listed separately when charged by the same department? It seems that the names of some offenders appear quite frequently, and my question is why the local judges seeing these same individuals repeatedly, don't just give them longer sentences? Whose job is it to evaluate these judges?
