Who is running America? The law or the corporations?

Wildwood - Who is running America? The law or the corporations? Are the ruling class the money or the government? Mel Brooks directed the movie "Young Frankenstein". Marty Feldman played Igor and his line was "Walk this way". So, who do you follow, the government or someone elses interpretation of the law or "walk this way"? Or should I be paranoid for even asking?
