Where are the flags at the Vietnam Memorial wall?

Wildwood - Where are the flags at the Vietnam Memorial wall? I bring my grandchildren here every year 2-3 times a summer and 1 of the things I always take them to see is the wall. Last few times no flags and my 6 year old grandson asked me about it this last time here. I had no answer. Just wondering why no flags all of a sudden.
