Fires burn undetected and grow to large size because no one is around to find them, and businesses with bad, year-end bottom lines get sold to the insurance company. That's a lot of burden to put on your neighbors who may be volunteers who have to make huge sacrifices to give a free service to an ungrateful community. Volunteers are a vanishing breed and it seems pretty selfish to want them to carry the load.
