Summer work and travel students have to be approved for a “J” student visa, which is totally different than the “H” public visa the San Bernardino shooters had. "J" visas are reserved only for university students and they are already “subject to increased scrutiny” by the U.S. State Department. First, they have to meet the strict eligibility requirements of the program, and second pass State Department background checks, and attend an in-person interview at a U.S. embassy or consulate.
