The spouts sound as if they are written by an attorney. Wildwood is cash poor, because the Convention Center doesn't pay a nickel in taxes, and certain amusement companies pay little. People flock to Wildwood for the free beaches; it works. The mayor cares about the city, but there is only so much he can do when business does not pay its fair share of taxes.
