If Wildwood's Fire Department went to a volunteer fire departmen

Wildwood - If Wildwood's Fire Department went to a volunteer fire department, would the beach patrol then become a volunteer beach patrol since it technically falls within the fire department? I'm not sure how that would work, or if there is even a precedent for that, but it doesn't sound like a good idea to me.
