I would like to know, what does "reasonable restrictions" mean?

Wildwood - I would like to know, what does "reasonable restrictions" mean? It's not that I'm stupid and never went to school. I truly don't know whose reasonable restrictions, mine or yours, or hotel owners or boardwalk businesses, or second home residents. I need clarity. Just give it to me straight. Are the bridges open for everyone to "come to the shore"? How can I stand 6 feet away from ordering a slice of pizza at Sam's pizza on the boardwalk? or ordering ice cream cones? Or just walking the boardwalk in the summer. What does reasonable restrictions mean?
