You would need additional officers to walk the wide crowded beaches to inspect badges or wrist bands. You need to hire so many people at every beach entrance to sell daily wrist bands. Then there's the accountability of the money and wrist bands. In Belmar, the beach tag people go off duty at 4PM. At 4:05PM so many people go onto the beach and stay there until sunset. And unfortunately, that's when people drown in the rough surf.
