Wildwood - The "Federalist Papers" were written as an explanation and justification for our Constitution in order to sway doubters in favor of ratifying it. It is the only definitive explanation of the intent of the framers of the Constitution. Over the years, self-important Supreme Courts have taken it upon themselves to rewrite several important parts it.
