Being a past member of the volunteer fire department in Wildwood

Wildwood - Being a past member of the volunteer fire department in Wildwood, I am very suspicious of impropriety with use of a FEMA/Homeland Security grant that was to provide an incentive for volunteer firefighters. The monies are being used to hire outside of the town, volunteers from other companies, while only a few young volunteers are being hand-picked to work hours for compensation. What about the others who do not, what incentive do they have?
