You forget that not only do they have to worry about the calls they respond to being potentially dangerous, but the fact that the civil liability is enormous. Additionally, cuts have been made; look at the fact most public servants now have to pay 30 percent of their salary towards medical benefits. This substantially eases the burden on the municipality.
