While walking my dog yesterday, I decided to stop under the Wildwood boardwalk. To my dismay, I saw what appeared to be a homeless man and woman lying naked underneath the boardwalk, airing out their foul smelling clothes. I moved down a few blocks to the North Wildwood end where I thought it would be safer, but ran into a pack of scruffy-looking kids who looked at me like something was seriously wrong. Underneath the boards has always been a problem. Who is checking?
