Who is the "administrator" in Wildwood?

Wildwood / West Wildwood - Who is the "administrator" in Wildwood? I often visit the construction office for permits. The "administrator's" office, according to a sign, is directly across the hall from the construction office. There is never anyone there. The desk is void of any paper. There is no filing cabinet and no human there. What is his/her job? Where is he/she? Does this person get a paycheck? Why is that office space wasted on a no show? No wonder my taxes here are so high.
