Use the tax laws to convict addicts and dealers. The cops know who these people are. They arrest them all the time. The problem is drug crimes like theft, shoplifting and street level dealing are looked upon as a nuisance to deal with by the court. The judges don't like having their courts tied up with this so they just release these criminals. No one knows better than the criminals themselves. A federal tax conviction could be achieved for each illegal transaction and could add up to serious time. It put Capone away.
