The purpose of a bridge closed sign should be to warn people ahead of time (key phrase *ahead of time*) - when they can actually do something about it and plan an alternate route. It makes no sense and flies in the face of logic to find out that a bridge is closed when you are already at the bridge. Contrary to the person or persons who posted rude comments, some people are not glued to their computer, TV or smartphone to hear 24/7 weather updates.
