Restaurants should not offer WiFi. It is rude enough that people sit down and immediately start to read their phones, without them whipping out the tablets and laptops in a restaurant. Servers have a hard time getting a guest's attention to take their order because the guest is busy playing on the phone. This world has little human to human communication as it is. The last thing we need is restaurants wired to the Internet. How about polite, sociable, human behavior? The fact that children are not steered away from these bad habits early on is a sad commentary on the state of our society.
