This is in response to the decision to deny a promotion to a firefighter who placed first on the promotional list for captain: Why bother with the time and expense of holding such a test if standing on the list has no bearing on who gets promoted. Seems like a popularity contest instead of who is more qualified. I would think that No. 1 would be more qualified than No. 2. Maybe I'm missing something.
