Why in the world does a town of 1.394 square miles need six lieu

Wildwood / Philadelphia - Why in the world does a town of 1.394 square miles need six lieutenants? New vehicles to replace barely used vehicles? Outrageous salaries? I think it's time to switch my license to my Wildwood address and start voting there. Something needs to change.
