There are three teenagers who ride bicycles through the streets

Wildwood / Manayunk - There are three teenagers who ride bicycles through the streets of Wildwood. They are very reckless and defiant. They ride as though the street was their private property. Some of the things they do make it inevitable that some day one of them will get hit by a car. It will be their own fault, but the driver will probably be the one blamed by the police. Can anything be done about this?
