Why is that it always falls back on the public works?

Wildwood Crest - Why is that it always falls back on the public works? They are the backbone of the city. They keep it clean and running. The cops don't do anything and are extremely overpaid. Something has to be done because before you know it, the public works employees are going to find different jobs, and the city will hire cheap laborers and that's exactly what they'll get, cheap labor. Keep in mind that you should take care of your employees or suffer the consequences.
