Why is the beach patrol in Wildwood Crest forcing lieutenants

Wildwood Crest - Why is the beach patrol in Wildwood Crest forcing lieutenants to run their instagram account in the offseason? Shouldn't it be a paid position since their technically on the clock?? Doesn't really make sense for anyone over the age of 30 to be "influencing" either. Don't take advantage of these employees.
