Who's great idea was it to extend the bike hours on the Wildwood

Wildwood Crest - Who's great idea was it to extend the bike hours on the Wildwood boardwalk? It is complete chaos trying to walk the boardwalk in the morning especially on weekends. Somebody needs to have some common sense and put the hours back to the way they were so those who want to walk without getting run over can.
