What's with the bike racks installed on the promenade?

Wildwood Crest - What's with the bike racks installed on the promenade? Carved out of the weeds, randomly placed, and horribly finished. First, we get the promenade, that's OK, but then we get curbed flower boxes, then we remove the curb and get Belgium Block, then we get four more feet of cement, then we get wooden slabs and benches, then dune grass against the sidewalk and weeds, and finally a few bike racks. All done piecemeal. This is another project the Crest started which was not thought out so it could be done correctly and done once.
