One must say that since they were not publicized it must be from a disgruntled person from the inside. Who else would know? From the sounds of it and having friends in the business, take a test, pass a test, have success in your career, be positive to the community and the job and you should get promoted, or do nothing and expect everything. Shame on that person. Congrats to the promoted officer, whoever you are. I am sure it is well deserved.
