My neighbors are making my life miserable.

Wildwood Crest - My neighbors are making my life miserable. They have a camera watching me, they give me dirty looks, say rude things and play music all day long. I've tried the Code Enforcer and police, no help. They say there isn't any law or rules broken. So i'm treated like this and no one can do anything about it?.
