The contractor included these expenses when they calculated and submitted the bid for the job. The contractor pays the police. In turn, they bill the government. The government gets its money from taxes which are paid by the taxpayers. Ergo, we taxpayers are paying for the police to sit in construction zones. There's no such thing as a free lunch.
