I woke up May 23 to seagulls destroying a bunch of garbage bags

Wildwood Crest - I woke up May 23 to seagulls destroying a bunch of garbage bags that were set out on the curb, no trash cans. Before I could call the trash department a man in a blue car pulled up and it looked like he was writing a ticket. He put it in the house's mailbox, then the trash men came and cleaned up the mess.
