I don't understand why public works gives out warnings to people

Wildwood Crest - I don't understand why public works gives out warnings to people who put leaking, smelly garbage bags out on the curb? The seagulls tear the bags to pieces and garbage is all over the place. It should a fine, just use a trash can.
