I don't understand the reasoning behind putting a bike lane on S

Wildwood Crest - I don't understand the reasoning behind putting a bike lane on Seaview Avenue in the Crest. There is way too much traffic for bike riders. Every year we see or hear of accidents. The area is already so congested with traffic and pedestrians. How enjoyable can it be to ride down here anyway? And if you're going to ride your bike, please follow the traffic laws - they apply to you too!
