Has anyone noticed the oily sediment on the beach sand at low ti

Wildwood Crest - Has anyone noticed the oily sediment on the beach sand at low tide ? Last summer I almost slipped several times walking down the beach this is a real mess/hazard. It’s not only on the top of the sand but sitting below the surface as well out of site. Seems to be worse north of Rambler road. Does anyone know where this is coming from?
