If you are either physically unable or too lazy to carry a plastic bag full of dog feces back home and put it in your own trash can, you are too infirm to walk to the park. How hard is it to carry that bag? That's just an excuse to have public works employees do your dirty work for you. Cleaning up after your pet is a responsibility of the pet owner, not public employees.
