A bid was put out for the city of Wildwood Crest to pick up scra

Wildwood Crest - A bid was put out for the city of Wildwood Crest to pick up scrap metal. The ending date was March 2015. What a surprise my husband got when he found out that the bid was issued early. Not only was it issued early with no notice, but was given to the same person that previously had the contract. When my husband finally received a call back from the borough, they were very apologetic and admitted it was handled badly. While it's appreciated that they admitted how it was handled, why not rectify it, and since when are bids for services given out early?
