The way to break the cycle of incarceration is to stop paying people to have babies. Tell these people to man up. Time to get a job, stop the drinking and drugging and be an adult. Stop acting like a spoiled child that wants everything handed to him. If you can't support yourself, you can't pay for a child. Want a job? Earn it. Take GED and vocational classes at the Vo Tech school at night after your day job to improve yourself. After a few years perfecting your craft, i.e. electrician, plumber, etc., you can start your own business.
