To those who want a civilian in charge of the police departments in place of a chief: Very bad idea. You would have another political flunky in charge of law enforcement and doing everything the elected officials want. You need a sworn officer as head of the police dept., not another political person who is already collecting a pension or two, plus another high salary on top of it. Politics need to stay out of the every day operation of law enforcement.
