Republicans could pass a law to end USAID and send it to Trump to sign and no court would stop it. But some republicans understand what an error that would be, so Trump doesn't have the votes. He signed an executive order to end USAID and a judge stopped him, temporarily. VP Vance said the courts have no right to rule against Trump. The judge who ruled against the shutdown of USAID was appointed by Trump. Trump is trying to be Orban, the dictator of Hungary. Is that OK with you, MAGAs?
