President Biden has made history with the preemptive pardons of so many ,especially when no charges were even considered. When Ford pardoned Nixon there were already charges of a coverup being considered. So to pardon for everything those pardoned did is historic. It begs the question what did Biden think what crime they committed that would have a chance of conviction
