I guess snow birds and second homeowners need a reminder about allowing their dogs to roam unleashed, with many residents now carrying their pepper spray cans, after last fall's dog attack on the bike path. Because leash laws are not enforced, innocent dogs suffer, and their owners are forced to do the job we pay others to do.
