The county detective who was just fired and took a deal was good old fashion railroaded. He did an investigation because the cops didn't feel like it, at most it's an internal violation, not criminal. They were mad because he told the truth on another investigation that hurt feelings. What choice did he have, fight for 5 more years till he goes bankrupt. The county has much deeper pockets than he does.
