Who's idea was it to tie balloons to the rail of the ferry pathway along the docks. The balloons will eventually break free and end up in the water. Fish, birds and dolphin could mistake them as jellyfish and devour them resulting in their death. I thought that the ferry had a mission to protect our local waters and NOT pollute them.
