Who protects the Civil Service merit system when a labor-relations proceeding results in an outcome that appears inconsistent with a mandatory Civil Service requirement? Who protects the employer when trying to hire/ promote qualified, experienced individuals when unions continue to file grievance after grievance just because it wasn’t given to someone who already works there regardless of lacking the qualifications and experience. Unions and PERC are costing taxpayers so much money. There is a hiring process in place for a reason. All union contracts should have to go through Civil Service!!
