What's with the orange barrels on manhole lids on Maple Ave.?

West Wildwood - What's with the orange barrels on manhole lids on Maple Ave.? If the barrels are there because the manhole rims are high, then fix the lids by putting low profile rims on the manhole tops so the lids are lowered. The public works can do that cheap!
