West Wildwood - I live in Wildwood but I feel compelled to help the spouter who spoke about surplus in the municipal budget. This spouter is either confused or getting bad information. Surplus is the people's money received by a municipality from taxpayers' who pay their property taxes after Dec. 31 of a given year, or unanticipated monies received from fines, land sales, etc. Surplus is normally given back to taxpayers to offset property tax increases due to those paying late that had caused tax increases. Having excess surplus and failing to return the people's money to the people is seen as unethical.
